Bloom period:
-- Early Bloom
-- 16.0-18.11
-- 17.0-19.11
-- Normal Bloom:
-- 18.0-20.11
-- 19.0-21.11
-- Late Bloom:
-- 20.0-22.11
-- 21.0-23.11
-- 22.0-24.11
-- 23.0-26.11

First report that you get in the scout report is about blooming age:
-- player has not bloomed yet
-- player is starting to bloom (1st year of his bloom)
-- player is in the middle of bloom (2nd year of his bloom)
-- player is in HIS late bloom (3rd year of his bloom)
-- player has bloomed

-- don't confuse "In his late bloom" and "Player has not bloomed yet"
-- the first player is in his 3rd Year of bloom
-- while the second player has 3 Years of bloom infront of him !!

Development report:
-- most of his development infront of him (0-33.3% of Total Skillpoints available already gained)
-- player is in the middle of his development (33.4-66.6% of Total Skillpoints available already gained)
-- most of his development behind him (66.7-100% of Total Skillpoints available already gained)

Physique: (Strength, Stamina, Pace, Heading)
-- have a somewhat weak physique with little room for improvement
-- ok physique with some room for improvement
-- a good physique with room for improvement
-- splendid physique
-- these reports tell us how well developed your player can possibly have once when his development will be over
-- if he has a weak physique, he will have 13+13+13+13 (For example) in physical skills no matter what you do (Or 20,10,20,10)
-- while player with a splendid physique has a very good chances to have 18 or 20 in all physical skills if you will train him to the max

Tactical: (Marking, Tackling, WorkRate, Positioning)
-- limited understanding of the tactical aspects of the game and does not expect him to be able to improve this part of his game substantially
-- ok understanding of the tactical aspects of the game and expects him to be able to improve this part of his game to some extent
-- good understanding of the tactical aspects of the game and expects him to be able to substantially improve this part of his game
-- splendid understanding of the tactical aspects of the game and expects him to be able to improve this part of his game a lot

Technical: (Passing, Crossing, Technique, Finishing, LongShots, Set Pieces)
-- have limited potential for improvement
-- have some potential for improvement
-- have lots of potential for improvement
-- substantial potential for improvement

Scout reports with scouts with 15+ in key skills are always:
-- either correct
-- either wrong by +1 or -1 in year/estimation

-- examples:
-- "Starting to Bloom reports" mean:
-- player is either:
-- not bloomed, and will start on his next birthday (-1 mistake in report)
-- is really starting to bloom (correct guess)
-- is in the middle of his bloom (+1 mistake in report)

-- "Middle of the Bloom report" means:
-- player is either:
-- starting to bloom (-1 mistake in report)
-- is really in the middle of his bloom (correct guess)
-- is in his late bloom (+1 mistake in report)

-- to be 100% sure about bloom age, you need to get two reports that are 2 years different:
-- example:
-- if you scout 18.2 Year old player two times and you get:
-- "Starting to bloom" and "In his late bloom" reports, you are 100% sure that both reports are wrong, and that your player is actually "In the middle of the bloom"

-- if you get "Starting" and "Middle of the bloom" reports, you can't be sure
-- either answer may be correct
-- but you can 100% be sure that your player isn't:
-- "Has not bloomed yet", since you have got "Middle of the bloom" report
-- they are 2 years one from another, and "Middle of the bloom" report tell us that the player can only be in: "Starting", "Middle" or "Late Bloom" phase
-- but also, "Starting to bloom" report tells us that he can be in: "Not bloomed yet", "Starting" and "Middle of the bloom"
-- with the rules of logic you can be sure that the answers: "Not bloomed yet" and "In his late bloom" are not possible in this case, because they are both +2 and -2 from one of those reports
-- so the player can only be "Starting" or "Middle" in that situation

-- to be sure in which bloom year he is, you need to get: "Starting" + "Late bloom" or "Not bloomed yet" + "Middle of the bloom" combination
-- in the first case he would be "In the middle of the bloom"
-- in the second he would be "Starting to bloom"

The same applies for Physique, Tactical and Technical reports:
-- example, if Physique can be:
-- weak, ok, good and splendid
-- if you get "Weak" + "Ok" reports, he is either "Weak" or "Ok"
-- you need to get "Weak" + "Good" to be sure that he has an "Ok" Physique
-- and you need to get "Ok" + "Splendid" to be sure that he has "Good" Physique
